Sick Hoeven's wrasse

My Hoeven's wrasse as of today is breathing heavy and is acting lethargic-very unusual. Tried to feed it but no luck (never happens). No spots, no fin rot, eyes clear, color good. I've had him for about a month and has been healthy until now.

I did have unwanted paly's on a piece of live rock that I placed outside for 3 weeks. The rock died completely and the paly's dried up. I was told it would be fine to introduce this rock back into the tank so I put it in my sump last week. I also blew the live rock clean of sediment buildup creating quite a sandstorm. The next day, my finger leather shriveled up (and has remained that way) and now I'm noticing my urchin's shedding spines, and my wrasse's issue. Yank the rock? Too late? Is it the rock? Please help. Thanks!
