Sick Melanurus Wrasse

what do you think is the issue with this guy? I have tried netting him to no avail. He can still move quick when the net comes close.

The only way I can get fish out (and it's never failed) is to try in the middle of the night. Once the lights have been off for several hours. Turn lights on full blast. The fish will be dazed for about 5 minutes. You can literally just scoop them up. Now, a mel. might be hard if he's hiding in the sand.
