Sick Puffer

Hello all,
I have a 75 gallon tank with a trigger, and added a puffer last Thursday. He has been hiding almost constantly and I thought he was just shy and getting used to the tank, but I finally got a really good look at him today and he doesn't look too great. This doesn't look like ich to me, but I am not sure what it is. The water conditions are great and the trigger is perfectly happy. Also the puffer has been eating clams and mussels so he has an appetite. Any advice on what is possibly wrong and what I should do?

Did you quarantine him or did he go from the LFS straight into your tank?

What are the symptoms besides shyness?
How is his breathing?
How does his skin look like? Any gray or white patches? Peeling?

It can be anything or nothing, but without being able to see the fish up close and in person a much more detailed description and much clearer pictures are needed to make a diagnosis.
 
Thank you for the reply. I did not quarantine him, he went into straight into the tank.
Overall, aside from his appearance, he's in good condition and is breathing fine, but he has some grayish/white patches, not peeling though, but as best as I can tell they are more of skin discoloration than patches raised off the skin. Whenever I try to get a close look he swims into a cave so its difficult to tell. His tail is curled out to the side a lot when he's not swimming.
I can take a better picture and post tomorrow.
