Skilter Modifications.....NEW to this soo help me out!

Ok, sooo I just set up the 15Gal tank....and it's been doing it's cycling thing for about 5 days now, and havent done any water tests yet, was going to wait a while before I did all of that. I bought a Skilter because I thought with the tank I was going to need a Skimmer and a Filter, but after reading more in depth on these forums, I'm starting to think that I dont need a Skimmer or a Filter for this size of tank as long as I keep up with my water changes.....Is this correct? If So, I'm thinking that I'd like to just turn my Skilter into a combo Filtration/Mini sump type of component. I was thinkin about getting some cheato, and some live rock rubble and dropping that into the filter portion of the skilter just so it can grow back there and flow into my tank. Would that be of any help to control the chemical balances in my tank? I'm on a limited budget and afraid that If I attempt these complex DIY Refugium mods to my filter I'm going to screw something up haha. Soo please help me out, what could I do with this skilter that would make it somewhat useful to my tank

I'd leave it as is. I have a filter and separate bak pak skimmer on my 16g with two fish---no problems with waste buildup in ammonia, etc...
