skimmer overflowing

I have a 40 breeder that was setup a few months back, then last month i had to break it down to renovate the room it was in. i kept the fuge alive since it's seperate.

jump forward to last weekend when i put the tank back online.
with no LR in the Display, and only in the fuge with a dsb, the skimmer would overflow even if i opened it up all the way.
skimmer is a bubble magus nac 5.

i have since added LR and livestock back into display and 1 week later i still can't turn the skimmer on without it overflowing. i even cleaned inside the skimmer, was thinking of putting the skimmer and it's pump in vinegar.

any thoughts?

Has it worked at this depth before? I had problems with my reef octopus being too deep... I raised it up, problem solved.

Thanks for responding, the water level is 9.5 inches and it has worked great at this level prior to this. Thats why i'm stumped.

Check to see if the venturi is partly clogged or something caught in the needlewheel.
