Skimmer/Return pump Help

I have a question about pairing a return pump to a skimmer.
I the skimmer says the Air Intake is 95GPH does this mean I need a return pump that has 95 GPH going through the sump after all head loss and pvc fittings?

Or is this based off of the GPH of the skimmers pump?
