Slime/bubble algae problem

I seem to have slime and bubble algae problem in my sump. Its taken over a small peice of marcro algae that I have taken out. However it is still on the sand in the tank and have some rather large bubbles appearing in little pockets as well. What do I need to do to fix this. I checked Phosphate levels and they are not even present in my tank. I have not fed this tank in 3 days so I do not think overfeeding in the problem, it has been set up for 3 months. pH 8.0-8.3, salinity 1.024, Ammonia 0, Nitrite 0, Nitrate 5-10 calcuim 400 PO4- 0.
 
Atleast its in your sump and not the tank correct??? Seeing that it is the same water that goes through your whole system and the algae is in the sump and not display this would sorta count out the water. Of course something has to fuel the algae which most likely comes from nutrients in the water but lets look at other things... How much flow is going through your sump? Would you compare it to a very slow flowing river or more of the rapids in chatanooga? ;)
What light do you have over your sump? It could be putting out more light in the incorrect spectrum that is fueling growth as well.
I am sure you have heard phosphates can be hard to measure. Most kits all but the very $$ don't do well measuring it. Also what phosphates you do have are being used up by the algea.

Your fish list is quite large for a 55 gallon tank. How much and how often are you doing water changes?
