small frag tank

I thinking of setting up a small frag tank from a 10 gallon tank that I have,will a marineland 400 filter and a 96 watt pc light be sufficient for mostly zoos and softies?

Not sure about your flow, though, see how it does and add a powerhead later if not enough.
