small frag tank

I thinking of setting up a small frag tank from a 10 gallon tank that I have,will a marineland 400 filter and a 96 watt pc light be sufficient for mostly zoos and softies?

You should be just fine. If you feel the filtration is on the low side you could always make a little airstone skimmer for it in just an hour or so.
