Aside from Chromis, does anyone know of a small fish (approx. 2 inches or even smaller) that will school? Thanks for your help.

Assessors are cool, and they only get about 2". Flasher wrasses get about 3". Slender anthias (Luzonichthys spp.) get about 2".
All of these will form shoals (not true schools) in an aquarium. The anthias are super delicate though from what I hear.
There are other fish that you can make groups of with a large enough tank if you start with lots of small juveniles. Royal grammas, yellow tailed blue damsels, orchid dottybacks, etc. etc.
How big of a tank are you thinking?

It's for a 29-40 gallon tank. He's just throwing around some ideas.
Is the royal gramma in reference to the royal gramma basslet? On liveaquaria, they indicate that they are aggressive towards their own species? Lovely color, any experience?
Schools of fish are pretty cool to see together. I'd love to get some together myself if they're on the lower cost side of things

You can do at least 3 royal grammas together in a 40. You could do a trio of yellow assesors, orchid dottybacks (this is P. fridmani), flasher wrasses, most cardinals. None of these are going to 'school' the way you're probably expecting though. But they will interact in interesting ways.
Liveaquaria is clueless on fish info.
