Got a baby back in November. I don't think I've ever seen it eat. Ive tried clams, krill and I even have several snails in with him. He hasn't really grown at all, so I figure he must be eating something. Any ideas on what to try next? I can't find any feeder shrimp small enough.

Try some frozen mysis. Thaw them and use a turkey baster to blow a few near the hole where he is hiding. That's how I got my juv. Skeleton eel to start eating. Typically if an eel doesn't eat for a while its not a huge issue but with it being small there be some cause for concern. PE mysis is the first thing mine started eating BTW.

If he is not eating food from you he is prob not eating- I use to use small 'human' cooked cocktail shrimp- the small ones used in 'salads' . I had several eels in my past tank lives- and they always seems to love them- if that did t work I would try small ghost shrimp that you kill and lower down to the eel - good luck

I agree with bobkill...if you haven't seen the eel eating, it most likely isn't unless you have a good population of larger pods such as Gammarids.
We don't recommend feeding anything cooked to our fish, as much of the nutritional value is lost, and ya never know what the shrimp have been cooked in (e.g., salt).
Partially dead or freshly-killed ghosties work really well to entice finicky eaters. This is how we use them (the stick is a "stealth stick"):
