So I think I have dinoflagellates...

This is the best pic I could get of it, from every reference I've seen it certainly looks like it to me but if I could get some other opinions that would be great.

Nitrates are 0
Phosphates are 0.1

If it does turn out to be Dino's my plan is to do 3 days lights out/tank wrapped and no water water changes.

Any suggestions on how to battle it other than what I already stated?
TONS of talk in other posts here which I'm sure you have seen.. Not sure if anyone really has a full proof cure for dinos..
Your nutrient levels seem low.. Letting them creep up (dosing maybe) wouldn't be a bad idea.. Dinos "seem" to be common in low nutrient level systems..

UV filter killed mine fast. Just a couple days. You need a microscope to confirm dino's and determine which type you have.

+1 to both

With my recent battle with dino's(still ongoing, but certainly getting better), it seems if you increase nutrients, and add UV you can defeat them. You need to ID what type you have first, the microscope helps with that(I got a cheap kids one on amazon for 9.50$). Depending on what type you have will dictate your course of action.

Google "how to get rid of dino's" and a long thread on another forum should show up. Great info on combating them.

Your phosphates are to high. You think .1is low but it’s not.Your phosphates should be no higher than.003.Thats the difference between a tenth and a thousandth

I don't think anyone knows what the ideal level of phosphate should be. Some of the best reefer tanks in the world have phosphates >.1.

Worst advice ever.

Get your phosphates and nitrates up so other algaes out compete the dino's(PO4 around .1, and nitrates around 10). Put on some UV(3watts per gallon), and do a couple sets of 3 day lights out(no need to wrap the tank, just turn the lights out. Ambient lighting from the room is fine).

It's what I've read and practiced to battle my dinos.

Homer hit on the head--if Ostreopsis. This is exactly what I did minus blackouts and the dinos were gone in 10 days. Keeping nitrates between 5-10 for now and do nothing for phosphates. Had to dose nitrates for two weeks to get up there and increased feeding to maintain.

Blackouts only seem to provide secondary help. Dinos are mixotrophic so lack of light does not kill--simply causes them to disperse in the water column so you don't see. If running UV then that will kill them if you have the appropriate flow/contact time.
