solar xtreme lighting problem

I have a 46" solar xtreme light fixture with 4 T5 bulbs. However, no light bulbs will go on. The timer and the fans are working. When I put on the manual mode, only the blue lights go on for about 15 seconds then they turn off. The white bulbs do not go on at all. Help!! I have had such problems with this fixture!
