Here was the issue.....
I tripped my breaker today that controls the Apex. When I reset the breaker. I returned to the tank to see the ATO on and spewing RO when it should be off. The energy bar 8 was blinking yellow and the ATO was on. Once it went green, it shut off and returned to normal. How do I make it so that stays off until activated by switches. I thought my fallback was all I need. Any help? I unplugged it again and it did it again.

Solution
I purchased a belkin battery backup from Ebay for $13.00 that plugged right into the unit. When the power goes out it it keeps an active signal to the energy bar thus not causing the above issue. Thanks to Dave for the help.

Sorry to reply so late to this but I don't think this solves your problem just delays it. If The power is out long enough the Belkin will run down (might also check warranty info). I think you solve your issue by setting outlet to off. Meaning if it loses communication with base then it is shut off. I am better off with low water then excess water. Wife not real understanding about the flooding.

Unfortunately, that won't fix this particular issue. There is a short period of time when the EB8 first gets power that the outlets can be set to a random state. This occurs because it takes a few seconds for the internal firmware within the EB8 to boot and execute the particular fallback settings.

The Belkin does solve the issue as long as the Belkin still has juice to power the head Apex. Once it is out of power then you would fall back to the original issue. This does solve it in a satisfactory manner for me since when we do have a power outage it is not for day but minutes.
