I have a Regal, Emperor, Lemon Peel and a Flame angel in my 180 all SPS tank. The Emp and Regal are model citizens, where as the Centropyge angels are a little nippy at times, with the Flame being the worst offender. The flame is very hyper scurrying around picking slime off corals here and there, but he never keys on any single coral, and spends a lot of time picking algae off rocks and the glass.
I would not recommend putting dwarf angels in a new SPS reef w/ just frags. The picking may be more focused and damaging to smaller frags.
I have had my Emp since he was a baby, and he matured to full adult colors in my tank, which is really cool and may be why he is not a picker.
I also have a Pink Tail trigger in the tank as well and he is model citizen as well.
I never really took the conventional wisdom on "reef safeness" at face value, especially when I had not 1 but 2 Powder Blue Tangs that were extreme "coral killers" that did quite a bit of damage in my tnak. I gave away one PBT to another local reefer, and he didn't pick on any of his SPS. Go figure,
Just relating my experiences w/ angels in my SPS tank. I love angels which I think are the most beautiful fish in the oceans, and my SPS reef will never be w/o one.
