Maybe someone in Hawaii will speak up, but a buddy of mine just got stationed there and couldn't take his tank. If I remember right, you can't have any corals, and can't collect any live rock. You are allowed to have dead base rock and seed it with live sand from the beach, but that's about it. There are a lot of fish only tanks over there though.
I know that the maui ocean center has a huge reef tank of all of their native corals. i know that they are ecologists with permits....and they have a section of the aquarium that shows frags from the ocean that they have collected. All types, like the ones i mentioned above....
