Yes it will work without light. Some critters who eat algae won't be in your sand bed but bacteria doesn't need light

Mine is in Buckets in my sump where there is NO Light...

Yep, set mine up as a cryptic zone tank. About 5" of sugar fine sand, a couple of chunks of live rock and a cup of rock shmutz from the bottom of my LFS live rock bin. Grows all sorts of stuff.
