I built a new stand out if 2x4's. One slight problem the tank doesn't sit completely all the way around. So my question is, do you think that I could shim under the places that it isn't seated properly. Thanks for your input.

2x4's strength is standing up, not laying down on its side. I would be worried about the 2x4 deflecting once water is in but i'll see what someone says that has more input. shim is fine but usually the stand is shimmed, not the tank to wood..
 
that tank is not going anywhere with those 2x4, you can probably put a car on it. i would take off the 2x4 on top and shim under that and not shim directly under the tank (where tank meets wood)
 
so if a car was on top would you put your head under it? I wouldn't. is the wood holding the top or are the screws bearing the weight?
 
If it were mine, I'd take off the top layer of 2x4s and replace it with ply. If there needs to be shimming because the 2x4 rim pieces are not flat, shim between ply and rim 2x4s.
 
yes the tanks not going anywhere, but put a car on it and ill pay ya. lol just let me know who to leave the money to ;)

plywood would help for sure...
