Starting up a 5gal nano

My brother has decided to take his 5gal freshwater and make it into a nano. I have a larger setup and was just wondering if the following would be okay to take care of it.
He would have about 1in sand, and I would seed it for him, i would also give him all water becuase i have to do a water change this week.
Get the Mini-Aquallight because he would like to keep some low light ricordia and zoos.
About 5lbs of LR.
Use a whisper powerfilter to run carbon and have cheato in.
And he would like a cleanershrimp, and maybe 1 damsel.
He now understands that he would have to do water changes about every week too.
Would this be okay to start a nano.

OK, we got it set up, Water, sand, and the fuge/filter. In that we have a little thing of cheato, and bag of carbon, and a air stone to put oxygen in tank. We just ordered the lights, so they should be here in about 2 days, and we should be able to get some LR this weekend.
What do you think, Ill try to upload some pics when it clears up.

Ok, ya we are just getting the filter set up better, we also put the heater in the filter. Ill get some pics soon. The lights are coming tomarrow and I am trying to talk my brother into making a canopy, then it would have 2 9W pc and 1 15" actinic floresent bulb. It would give it a nice blue look.
What would you reccomend for the fuge light?

Got some pics today, kinda fuzzy, the stuff in the tank is temporary.

Ya, its got potential. He wants like 7-8 lbs LR. Some zoos, and other low lighting stuff. He plans on getting a damsel.
Some reason he doesnt want to spent $40 on a fish, wow is he crazy
