Stocking 38 gallon reef tank

All,
My has completed its cycle, I just through in a my HOB skimmer, and have about 60lbs of live rock. I am starting to think about what fish I want to stock so I have a few questions. I wil be adding corals etc, once my tank is a few months older.

If I get a true percula, do I need to either get 2 or 1 and an anemone?
What type of bioload should I put on the system (How many fish/inches of fish)?
What order? can I put clowns in first?

Thanks in advanced.

Don't do a clownfish. They are cute but get completely obsessed with an anemone (or another type of coral for that matter). Mine would attack me every time my hand was in the tank and wouldn't let any other fish get near his frogspawn.

Well I personally would only get 3 or so fish and shoot for the average lenght to be around 3 inches each. Royal gramma, Perc/Ocellaris Clowns, Firefish, Blennies, Gobies/Pistol Shrimp, etc. Would all be good additions. if you like the clowns I would personally shoot for two of them, and a pair of Hi fin gobies with pistol shrimp. Then possibly two cleaner shrimp depending on the skimmer and stability of the tank.

If you get clowns you dont need an anemone but they may try to host a different coral (mine were stupid and ignored the anemone and hosted/killed my trach)
As far as fish if you like clowns id go with 2 clowns and maybe 2 firefish, or 2 small goby's

I would get some gobies, clown and a Flame angel if it were me.

Are the flames reef safe? I know that some angels are not.

All good suggestions (though the flame angel may get a tad large and/or aggressive in that size tank). Also note, I would get the clowns last, as they are the most aggressive of the fish suggested (except the angel of course).

I do not see a lot of people saying basslets? Is there a reason for this, other than preference?

Thanks

A royal gramma is a basslet ;) These's also the Black Capped Basslet. Also check out the assessors.

Will the clown goby get along with the other fish listed here? I seem to remember a thread saying they could be little punks...
