Stray Voltage/Volt Meter Help

I'm trying to test for stray voltage in my tank and am using a borrowed volt meter. The lowest AC setting is 200V, so I set it to 200V and tried putting the red probe in the tank and kept getting a 0 reading.

Problem is, the probe lines aren't long enough for me to reach the ground slot in the electric socket, so I tried holding the black probe in between my fingers, on the volt meter itself, and on the wall. Every time I got a zero reading, but I know those are not the perfect spots for the black probe, but even so shouldn't there be some kind of reading if I have a stray voltage problem?

I'd like to eliminate the possibility that I have a stray voltage problem and go onto other possible problems for my HLLE dwarf angel :(
