Stupid heater question

I have a 29gal display with a 10gal sump. In order to compensate for power failure overflow, the running water level in my sump is only 8-9". I have two old crappy 50W heaters in there now that are having trouble keeping up with temperature at night.

All the 125W heaters are too long to fit into my sump without having a lot above the water, and I'd prefer two heaters for redundancy. Do two 75W heaters equal one 150W? If I get two 75W Jagers that are 10" long, will I be able to leave 2" out of the water?
 
I would get whatever heaters fit in the space. I would not leave a heater sticking out of the water unless its supposed to be that way.
 
I have an identical setup on a QT tank 29 gal BF with 10gal sump. I lay a 100 watt Hydor heater horizontally. Works like a charm.

Two heaters are preferable to one, IMO, in case if one stops working. I have two small in my 20gal long tank.

And I would go with submersible heaters, then their size doesn't matter - they could be placed horizontally. Eheim Jager now has a line with note: Do not submerse below this line. Some still are using them as submersible, I don't.
