Stupid Question - Is Your Tank Cycled After Curing Rock?

I'm moving from freshwater to saltwater, and one question I have surrounds curing vs. cycling.

If you are curing pukani rock for 4-8 weeks+ and there are no visible signs of nitrates, after you move your rock over to your tank would your tank in all intents and purposed be cycled?
 
yes.. tank would be cycled..
cycling is really about making sure that the surfaces (rock/sand) in a tank are sufficiently populated with bacteria that quickly process any ammonia to less toxic forms..

Provided you have been curing/cycling enough rock (sufficient quantity for a tank of that size) then yes the tank would be cycled..
Very little bacteria is in the water column as it all clinging to surfaces..
