Of course the pump and the system are bound by the law of conservation of energy. The system is still closed with respect to the work being done
The turbulance in the sump is still part of the system and in itself does nothing to remove the energy from the system, other than create noise and vibration that may be transfered out of the system through the air or other medium that bounds the tank and sump....
