if the sump is at the same level as the tank behind it would powerheads be sufficient to pump water or would I still need an actual pump?

so its gravity feed (siphon) and then the return is with a powerhead...? should work albeit a little slow on the turn over rate.....

yes...got the point the first time....you are putting two tanks at almost the same height. One U tube from tank A feeding Tank B.
Tank B then returns water to Tank A via a powerhead...yes?
