Sump Refugium - Design Questions

I was looking for a 29 gallon tank for my sump refugium that will eventually go in my new 90 gallon mixed reef and purchased one from Discount Reef Aquarium because they had a good selection.

I had them install the baffles and just go it back, but I am a little confused about the design. I know I should have made sure we were on the same page before I left, but I thought they would use the standard/basic sump design that most people seem to use. I told them that I wanted a little extra space in my skimmer area and I did get that, but the rest I do not understand.

The owner (Chris Kline) who installed the baffles himself, told me that this was his standard sump refugium design and that it would be good for someone like me who does not have a ATO. It would keep the skimmer level consistent and would allow for fluctuation in the refugium and return compartments.

Is this a design that others have used in the past? I have never seen anything like it. Here is a simple picture of the basic measurements and idea for reference. I'll post a real picture once I get home from work of the actual thing with better measurements. This current pic is from memory and guesstimates.

Looking for any advice on setting up this 29 gallon sump refugium.

 
Jon, you may want to consider to swapping the return and fug compartment.
From left to right
Chamber 1: drain/skimmer
Bubble trap
Chamber 2: return
Baffle (12", to hold more stuff)
Chamber 3: Refugium

Split return with a ball/gate valve to feed the fug. This way you can control the flow going through the Refugium. Typically you don't want fast flow going through the fug.
With this setup, your return compartment will hold more water (topoff will last longer between fills)
