sump ???'s

I have just added the water to my tank and am cycling it. I have sump under my tank that i removed the bio balls and replaced with sand and rock. THen i remembered that i don't fill the sump completely up so if the power goes out there is enough room in there for the backflow of the water and not spill all over the floor. So this causes some of the LR to be out of the water, with water constantly running over it. Will this still be beneficial, or should i get out the hammer and break up the rock and try to make it all fit under the water line?

It would be ok but I would be worried of constant splashing off the rock and out of the sump.. WOuld it be difficult to cut it down or reposition so that it would be under water that would be beneficial
