Sump / Skimmer

I setup my new sump tonight. It is a 10"x20"x16" tank. I am using a 3000 lph pump in it. I have two 660 lph power head in the display tank.
After I ran the pump in the sump, I suddenly realized that the collection cup of the skimmer was half full with water, so I have to turn the water flow down. I do not have room for my skimmer in the sump, so I have it hang-on, and I used the sump as a refugium.
How does the water flow from the sump affect the skimmer please? I noticed that the foam in the skimmer has diminished somewhat. Thank you . :confused:
 
the return flow shouldn't be effecting the way the skimmer acts. however most ppl run there flow at 5x through there fuge. however on your skimmer there should be an adjustable knob that should raise or lower your foam in the skimmer.
 
That was what I did to adjust the foam. What I don't understand is that the water level in the skimmer is affected by the water flow of the sump. I place them in two opposite corners.
 
is the sump staying at a constant level. if the water level is rising or falling that will make your skimmer act up. If the water gets to high you wont get any bubbles at all.
