Sump - Water sitting still ??

So yesterday i but two baffles into my sump to reduce bubbles like i was told. They did their job! But not on the other side of my baffles (from my skimmer) the water is standing still...like the surface is not moving therefore im getting this film look almost. But there is no film...just a few bubbles here or there. Is this bad/good? What should i do?
 
You should give us a better description that "like I was told". See... we really can't tell what you did, what could fix it, or even if it needs fixing from your description. Water should be flowing over a baffle, not under it. You can add another baffle before the one you put in and that will force the water from the surface rather than from the bottom. This "pre-baffle" should be shorter than the baffle you have by a good inch, and will dictate the depth of the water in the region of your sump before the baffle. This will also serve to maintain a constant depth for your skimmer... it will work better that way.
 
Not sure exactly what your sump config looks like but you might try putting a power head in the sump. I was having the same problem, water sitting still actuall starting to be a breading ground for cyano, so I put in a small Power Sweep power head (got it at drfostersmith.com for around $10-$15). This is the one with the oscillating outlet nozzle, it has a flow director that I aim towards the surface so I get great water movement and surface agitatiion. I put it at the opposite end as the normal flow of water to create the most turbulance.

Ok so i need to add another baffle. The first one after my skimmer is on the bottom of the tank...the second staggered higher...and the third needs to be there to prevent what has happened to me? I think i get it now. Thanks!

It's probably because your return pump isn't big enough. I remember when I used undersized piping for my return pump this exact thing happened. When I increased the flow through the sump the problem went away.
 
Now that I look at the picture a little better the problem is because you have the water level at the same hight on both sides of the baffles.
