swollen fin

I have a harlequin tuskfish that has been harassed a little.
his right fin is swollen. reminds me of an elephants ear.
he doesnt move the fin, it looks to be cocked out as if there is a splint on it. looks sort of like a white growth inside of the fin.
sorry no pictures, I wondering if this could be a bacterial infection? hopefully someone might have an answer. btw he has stopped eating. thax in advance for any help.
p.s. he is in a reef/fish tank so meds are limited

I would definitely pull him from the reef and start treatment - either erythromycin or minocycline. IMO when the fish stops eating - it is a ominous sign unless some intervention is taken.
