Glitter lines come from single point bulbs. If you got a really really powerful LED it might give you glitter lines, but a bank of LED's IMO would spread the light too evenly.

This has been tried and the lines that even the most powerful LEDs create are subtle at best. LEDs just are not anywhere near bright enough yet. If you have a low light setup, perhaps it will work better, but if you have good T5s in there, they will drown out pretty much any LED completely

Maybe in a pitch black tank. I have a 1 watt led over my tank for a moon light and there is very little (if any) noticable glitter lines with all the lights out. Against a rack of VHOs or T5's there would be zero IMO, because the brighter light would wash away any light from the LED.
