T5 ballast compatibility question with pics

I found this ballast in my reef storage closet that I'd like to use...





Is it appropriate/safe to use these with 2x39w T5's, or can it really only be for 2x54w's?

Although it is a proper 54 watt T5/HO ballast, (I checked the spec sheet,) it is not suitable for running any other wattage T5/HO lamp.
