It isn't so much about how many tubes. It is about using a good setup that uses the 4 essentials for T5.
1) Proper ballasts
2) Proper cooling
3) Good reflectors
4) Good bulbs
If you lack any of those, you will not be able to penetrate the 30". You need an ATI fixture or a really good retro if you want to keep an SPS dominate tank.
