Taking pics of fish with DSLR - Help

I like the colors of my pics when i use no flash, however, with an increased ISO and low Aperature it is extremely hard to get a good picture. I tried using 1/16th power flash adjusting within my camera and all colors just become washed out, ever spec in water column shows up, and you get shadows.

what are some of your tips & Tricks.

just an example,

picture with flash, colors washed out, but whole fish in focus

no flash, fish not all in focus, kind of grainy but i like the colors.

What lens? You're using a D50 right? 18-70mm lens right?

That is correct, D50 with 18-70mm DX Lens.
