Tank is not cycling

You could also add on another canister to your RODI like I posted upthread. Mine is:
Micron
Carbon
Chloramine
RO
Cation
Anion
Mixed Bed

Does this mean the chloramine is braking down now after 3 months?

I switched the top off to store bought rodi water last week when we were discussing this and figured out chloramine was in the tank. I'm still waiting on the BRS chloramine beast. Should be here Thursday or Friday. When it shows up ill do a large water change.

Chloramine does dissipate. It just takes a lot longer than regular chlorine. If you stopped putting any water derived from your tap it has cleared.
Who knows. The possibilities are endless.

Further aquarium knowledge, The API Nitrate test is sensitive to nitrites. It is totally inaccurate until the nitrites show zero or very close to it.
