You'd be best off with an SLR with a macro lens to get really nice pics...a 3 mega isn't going to be able to focus close enough and typically can't shoot in RAW mode so that you can justify your colors in the clean up process. There are a few here who can take some really nice pics, I'm sure some of them will chime in.
actualy is not just the camera but the person using the camera. I have a 4meg camera and I can take some good shoots. I think the best thing to do is practice and learn the camera verry well. I think most people think that a camera will make the pictures look good but its only half of the picture. here are some pictures that I took of Gcarrols tank and also I there are some in the tank of the month from March that where published there. Also get a tripod this will help alot in getting good shoots and take as many as you can.
With a 3MP camera, you probably can't adjust everything Greg talks about in his lessons, but you should be able to at least set white balance and a few other things. (You might have to read the camera's manual to figure them out.)
Once you are taking the best pictures you can with the camera you have, then you can decide if you need to upgrade. But if you don't know why your shots are not comng out well, a fancy expensive camera may not help.
