How small of a nano can I go with for one dwarf lion fish and live rock only?

It depends mainly on how often you'll be doing water changes. Lions are messy; the more water volume you have, the lazier you can be.

ok thank you. Looks like 24/28 nanocube if I go with the lion. Was also thinking of looking at Finnex 30g or cadlights 22g. Can anyone tell me how good or bad is the filtration system on them?

I think those sizes are much better for a fish that size. Have you considered just getting a 29 gal and having it drilled with an overflow box installed? Then you can put a 10 gal sump/fuge under the 29. I did this and it was chaper than buying the nano. I had the 24gal aquapod and switched over to the 29 and love it. still a nice small tank but much more room compared to the nanos ans you can put better filtraton in the 10 gal sump. just a thought.
