Tar ballasts

Hi All,
I have had acouple of 175 tar ballasts for over a decade. They dont seem to fireing up as bright as they used to. Do they loose over time

As a side note, how old are your bulbs? Type? Brand?

bulbs are about 1 year old but the one new ballast fired all bulbs up brighter than the old ballasts hamilton 10k 175w
