You could try the Flower Gardens National Marine Sanctuary. Here are a couple sites to investigate:

I did the liveaboard weekend trip on the MV Spree out of Galveston TX. I thought at that time they worked with Fling charter about 5 years ago. Don't know what happened but I see the MV Spree seems to have moved to Dry Tortugas / Key West. Likewise, back then they were the only option and liveaboard; now I see the NOAA site links to some other operators.
