I think for a community tank, there are much better choices. I'd get an eel that is less aggressive and does not get as big.
I have a Brazilian dragon moray. It's somewhat aggressive, and out more than my zebra moray. This eel won't exceed 2-2.5 feet, and is not dangerous to larger fish. (The Singapore and bi-color angel may not be 100 percent safe.)
If you get a "pebble toothed" eel such as a snowflake or zebra morays, your fish will be safer.
There are many other good choices of smaller morays that are not as aggressive as a tesselata.
