these zoas won't open... thoughts?

I am having trouble with a small zoo colony that I have. They don't open very much at all. I'll see 1 or 2 polyps open every 3-4 days. My water params are good, and the other 2 other zoa colonies in the tank are doing well. I think these zoas are PE's, and I'm not sure if that makes a difference. This is the clearest pic I could get.

The pic is not very clear, but you can pick out some white spots near the tops of the closed polyps. I'm not sure what these are, though they don't look like flatworm eggs, nor do they appear to be open lesions as I have seen pics of. It almost looks like ich on a fish.

I've done a 5 min freshwater dip with iodine 2 days ago. No flatworms or pests came off, and the zoas haven't opened since.

dip it again but this time use lugol solution by kent marine 40 drops per 1 gal of water. then after 15 minutes dip it again in freshwater for 5 minutes they should open up with in the hour
