This color doesnt look right to me

Two weeks ago, I placed some dry rock into some Brute cans filled with tap water and some shrimp. We had some strong winds here apparently that had blown the lids off of one of the cans. The photo shows what I am looking at now. I plan to use this rock to begin a cycle for my aquarium but need to treat these rock to rid it of the algae.
Would muriatic acid be in order here or just some dry time in the sunlight?
I was using tap to soak this rock but I have 2 other rock filled barrels that remained covered and did not host algae.
What is the best way to get this rock(pix below) right and ready?

is that Green hard and encrusted or slimy . To me from the image it looks like Green Coralline algae. But hard to tell by the image

I'm not sure of the quality of your tap water, but I know if I used our local tap water to soak rocks I would be soaking them in water with a high nitrate level along with some phosphates and minerals I don't want in my tank. Is the water saltwater? If not, whatever bacteria does form on the rocks will be totally worthless in a saltwater environment. I suspect with that much algae an acid bath will be necessary. Do not use tap water when you do try to recycle the rock.

I have placed this rock out in the sun for week and all of that algae is gone. Now I want to do a good acid bath with M acid to prep. it for cycling.
Can someone give me the dosage to clean up these rocks?
