This happens?!

I was glancing over at my aquarium and noticed my Anthia swimming funny by the rocks. Naturally I feared the worst. Upon closer inspection I notice the peppermint shrimp within an inch of the Anthia. The shrimp then started cleaning the Anthia! Now, I've seen my cleaner shrimp do this to the bigger fish, such as the Tang and Angel. This I know to be normal. But a peppermint shrimp?!

my fire shrimp did this for a while, i haven't seen it clean the fish since i got a larger tank
