I would like to turn on an outlet for 5 seconds once each hour between 8:00 AM and 10:00 PM daily. Do you think this is the right way/best way to go about doing that?

Yes, that will do it. Although, if you need it to be exact, change 8:00 to 7:59. Since the Time command works to the minute, rather than second, it would stay OFF until 8:01.
