tired of getting shocked !!

So I am doing some water testing this morning and I dip my test tubes in my sump and get the zap of my life.....trips the GFI. I immediately unplug the primary heater and the secondary heater and then the water is safe to enter....No visable damage to the heaters but they are obviously the source of stray current.

This has happened before and I replaced the heaters a couple of years ago. I was using an ViaAqua stainless steel as the primary and an Azoo titanium as a backup both controlled by an Aquacontroller 3. So I have 2 questions:

1. What is the absolute best heater on the market?
2. Do they make a voltage/current meter for aquariums and where can I get one?

I found a cracked visitherm and had the same shocks. Can use a standard meter to see if there is current (one probe in water and one on metal outside tank-fuge light). I also bought the stealth heaters after.
 
I read tonight on another thread that using a grounding probe may save you from a shock but will complete the circuit with any stray voltage in the tank and turn it into current that the tank inhabitants will be then constantly exposed to.

thoughts?
