Tmc reef fill compact

I got this coming shortly from a fellow reefer, I have had the instructions emailed to me from tmc, I just have one question I'm not clear on. The sensor that faces downward should it be in contact with the water when it's at optimal capacity? Sorry this is my first auto top off unit, went for one with sensors rather than a float.
