My LFS has a torpedo goby. I am not too familiar with it. Selling it for $80. Is it a rare fish? Any other info is appreciated.

Not rare. Just an average dartfish. That is priced insanely high, because normal dartfish are usually anywhere from $10-$30.

Well the price may be extremely high or in the regular range, depending on if it was a Dartfish (Nemateleotris, Ptereleotris) or a Tilefish (Hoplolatilus).
Nemateleotris go from below $10 (N. magnifica) to around $100 (N. helfrichi)
Ptereleotris are usually in the $10 to $30 range
Hoplolatilus can go from $40 to well over $100.
Check here which one it was: Blue Zoo Aquatics: Dartfish & Tilefish

It doesn't really look like any from blue zoo. It looks like this -

Usually fish that go by the common name torpedo goby are a type of tilefish, but not a Hoplotilus species, but rather a Malacanthus species, they go by the name blanquilo and get quite large.
