Its really hard to tell what could be causing that. From the pic it doesnt look like there is any fungus. Is it in a high, moderate, or low flow area? It maybe doesnt like where it is at so its trying to move or detach itself.
Is the base firm or mushy when you touch it? A rotting base is usually black and is mushy and comes apart when you poke at it. If the base is a firm but a different color, it's fine.
