what exactly is the difference between true actinic and actinic,
any benefits?

IMO it is vendor/MFG naming. You also have super actinic, pure actinic, true actinic, true actinic 03, actinic white, etc.

Most of the bulbs spike in the 420nm or 460nm range, and most of the super, ultra, pure, true monikers call out the 420nm bulb.

I prefer the UVL super actinic bulbs myself.
