Trying to save the last few!

I am hoping to save the last 30ish clown fish that I have been raising for the last 14 months. Things were going great, I had two ten gal grow out tanks set up since Feb. '05. One tank had about 100 , the other was set up 4 weeks later with about 250 babies. Around Jan '06 I started to sell them off to local stores and was going pretty well at getting back some of my cost to set everthing up.
But that all changed about a month ago when I started to have multiple deaths. I did notice rapid breathing and cloudy water in one tank but the other was fine. Both tanks had Fuval 204 canister filters. After I lost most of the remaing fish in the first tank and a bunch in the younger tank I decide to combine the to one tank to medicate. I have used Formalin for the past week as directed but the deaths still happen. All in all I have lost approx. 175-200 fish in the last month and a half. I am at my witts end and would appricate any help.

Water parameters? Cloudy water sounds like a bacterial bloom, or an ammonia spike..
 
I have been changing 2.5 gals every week for the past year. When the deaths started I would change 5 gals about two to three time a week or when every there were alot of deaths. Tested the water several times NH3-0, NO2-0, NO3-20ppt.
